Is he a football fanatic? One easy and inexpensive idea for a football fanatic's birthday party decoration is to go to the local hardware store and pick up a couple of feet worth of green indoor/outdoor carpet to use as a table cloth. The stuff usually costs about $1 to $2 a yard and can be spray painted to look just like a little football field. Once the paint dries set up a "tailgate" style food spread with a football shaped cake.

Does she love theater? Use an old sheet to paint a "stage set" and ask friends and family to arrive dressed as characters from her favorite play.

Does your guest of honor love scary movies? Consider using your old Halloween decorations and setting up a costume party with no store bought costumes allowed.
